This is about standard for Deutsche Telekomm, who own T-Mobile.
They have the most appalling customer service you will find anywhere, due to their years of monopoly in Germany. Until quite recently, Telekomm had the monopoly on DSL in Germany, and the service was terrible. Even if you went through another company, you still ended up having to phone Telekomm, as they owned the "last mile". They were then discovered to be giving priority to their own customers and deliberately degrading the service for people who went through another ISP.
Fortunately, local-loop unbundling is now a reality.
