the issue of extra-territoriality is completely unaddressed within the current framework decision and requires clarification. in regard to the econominc impediment to UK service providers, the govt here is actually quite willing to reimburse them for this and so it wouldnt have that much of an impact - it is the other countries in Yerp that do not seem to be displaying much (any) enthusiasm for paying for this data. some pan-european providers are actually for a certain level of harmonisation of retention requirements as the current situation of varying laws in different member states requires different software/hardware/storage facilities for each - also worth noting! anyhow good luck with your mission to stop this, its probably the most well informed writeup ive seen about this issue outside of EDRI and/or politics :)
